Abstract
Abstract This study deals with the attitude of leaners towards English, the competence of learners based on the Phil-IRI assessment and intervention program to improve the learners skill in English of five elementary public schools. The researcher teaches at Mabuhay Elementary School in Bansalan, Davao del Sur. The study is quantitative, and has 125 respondents. The learners have a positive attitude towards English and a favorable one towards how English is taught in the school. They have rated oftentimes which means that learners see teachers instruction as good. The learners have a oftentimes good attitude towards how English is taught in their school. The attitudes of learners towards learning is not determined by their age, grade level and gender. The level of English competence of the learners based on the Phil-IRI is still basic and rated frustration. Result shows that there was no correlation between the attitudes of students and their English competence. This means that increase in the level of attitude of students towards learning and teaching English does not significantly relate to their English competence. The intervention program is needed to improve the learners attitude towards learning English and the teaching of English and their competence in English. The researcher provided the recommendations for language teachers and the management group to develop a program that would encourage and motivate students to improve in their studies.Keywords: Attitude in English, attitude and competence of learners, competence in English, intervention
