Abstract
This systematic review has evaluated how the lens of tourism-driven development under the government program From Terrorism-to-Tourism in Davao Oriental was utilized as a counter-insurgency tool. Guided by the PRISMA 2020 Framework, 29 significant articles that were published between 2004 and 2024 were selected from academic databases such as Google Scholar, ERIC, and ProQuest. Furthermore, this study has explored the effects of the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) and the efforts of the local government to lift tourism, seen as a soft power to restore peace, promote reintegration, and ignite economic growth. Thematic revelation shows that the unification of government initiatives, community participation, and tourism mechanisms contributed to the reduction of insurgent activities and ended the negative stigma about safety and order. Moreover, the question of sustainability remains at risk since small insurgent remnants and the absence of anti-insurgent frameworks pose a threat to the continuity of the peace process. This paper opens the door for concentrated peace dialogue pertaining to local governance, development management, and peace building by proposing tourism as the pivotal key pattern for conflict-resolution in areas long before considered insurgent hotbed areas.
