Abstract
Because of limited HR infrastructure and financial restrictions, small and medium-sized businesses (SMEs) constantly struggle to recruit, manage, and retain personnel. This study looks at low-cost talent management techniques that, in spite of budgetary constraints, assist SMEs in keeping staff members and sustaining high levels of engagement. Using a mixed-method approach that includes questionnaires and secondary literature, the study finds that important non-monetary strategies include a friendly work environment, individualized career development, and corporate branding. The results offer practical advice to policymakers and SME executives on how to manage cost issues with maintaining a productive workforce.
