Abstract
ABSTRACT Urban transport systems are central to sustainable urban development, influencing economic productivity, social equity, environmental performance, and overall quality of life. This study presents a systematic review of 65 peer-reviewed studies on urban transport and mobility governance, guided by the PRISMA 2020 framework, to examine how governance arrangements, sustainability objectives, equity considerations, and data-driven planning shape mobility outcomes. Thematic synthesis identified four dominant dimensions influencing urban mobility: governance and institutional coordination, sustainability and environmental performance, equity and accessibility, and data-driven planning and innovation. The findings indicate that effective governancecharacterized by clear institutional mandates, inter-agency coordination, and inclusive stakeholder engagementsupports strategic transport planning and successful policy implementation, leading to more sustainable mobility outcomes. Integrating environmental and social objectives with technological and digital innovations further enhances system efficiency, inclusivity, and resilience. However, persistent challenges remain, including institutional fragmentation, inequitable access to transport services, and the underutilization of data-driven approaches in decision-making. Based on these findings, the study proposes actionable recommendations to strengthen governance frameworks, embed sustainability and equity in transport policy, leverage digital technologies, and promote holistic and integrated planning approaches. Overall, the results provide evidence-based insights for policymakers, urban planners, and researchers seeking to develop resilient, equitable, and environmentally sustainable urban transport systems in diverse urban contexts.Keywords: Urban transport, Governance, Sustainability, Equity, Mobility systems, Systematic review
