Abstract
In Kerala, approving building plans is a crucial regulatory process that guarantees sustainable, safe, and lawful construction. The Kerala Municipality Building Rules (KMBR) and the Kerala Panchayat Building Rules (KPBR) are the main regulatory authorities that oversee the system, which also necessitates a number of legal, technical, and administrative papers. The approval process, including land verification, professional certification, technical assessment, and final occupancy certification, is reviewed in this paper. Kerala's digital transformation journey is given particular emphasis, from manual submissions to the deployment of the K-SMART site, which combines automated rule checking and GIS-based validation. The advantages of digitization, typical problems encountered, and the legal ramifications of non-compliance are all highlighted in the article. Lastly, it talks about potential future developments like AI-based inspection and single-window clearance to increase the effectiveness and transparency of the approval process.
